BRUSSELS, Sept. 27 - The European Commission on Tuesday offered negotiations with Ukraine to create a common aviation market that would remove restrictions on airlines and improve air travel services for consumers.

The proposed agreement would be an important step towards strengthening aviation relations between EU and Ukraine by opening markets and creating a competitive level playing field, the EC said.
