KIEV, June 5 – The new Customs Code which took effect on June 1 contains many important new requirements for business and its observation could dramatically change the principles of operation of the customs bodies, American Chamber of Commerce in Ukraine President Jorge Zukoski said.
He said that among key changes is that consultations are now offered by customs bodies regarding the practical application of laws, the inclusion of the WTO's decision on the customs value of software in the customs value, and the inclusion of interest rates in the customs value; clear description of cases when customs bodies can decide not to accept the declared customs value; and a requirement for customs bodies to explain why they decided not to accept the declared customs value.
