KIEV, March 13 – Finance Minister Yuriy Kolobov's visit to Washington to negotiate the restructuring of Ukraine's debt to the International Monetary Fund will give other creditors the right to demand that Kiev repay other loans early, and will consequently lead to a technical default, according to Ihor Umansky, member of the political council of the Ukrainian Social Democratic Party and former finance minister.
Commenting on Prime Minister Mykola Azarov's statement that Kolobov was to be sent for talks on further cooperation with the IMF, Umansky said that "if Mykola Yanovych [Azarov] in fact instructed the finance ministry to go to Washington and negotiate the restructuring – this will give some creditors the right to make use of the fact, and demand the early repayment of their credits. What is more, the right could be used not only by the creditors of the state, but also by the creditors of state enterprises."
