KIEV, Sept. 20 - President Viktor Yushchenko suffered a blow on Tuesday when Parliament had refused to approve his protégé Yuriy Yekhanurov as the new prime minister, a move likely to increase political tensions in Ukraine.

Only 223 lawmakers voted to support the nomination, short of a simple majority of 226 lawmakers in 450-seat Parliament.
