BRUSSELS, Dec. 7 – Ukraine and the European Union cannot conclude any agreements until Ukraine restores democratic standards and the supremacy of law and releases former Prime Minister Yulia Tymoshenko, European People's Party President Wilfried Martens said during an EPP congress.

"We will support European Ukraine. We are ready to formalize this with a set of agreements, including the Association Agreement. But the administration of [Ukrainian] President [Viktor] Yanukovych has to make a decision. The president cannot declare his will to lead his country into the EU and at the same time ignore its values. The agreement cannot be signed, ratified or implemented by Ukraine and the EU until the supremacy of law and democracy is restored," he said.
