KIEV, Sept. 7 - President Viktor Yushchenko on Wednesday appointed Oleh Rybachuk, the deputy prime minister in charge of European integration and one of his closest allies, as secretary of state.

The post, an equivalent to the position of the chief of staff at the U.S. White House, was vacant since Saturday, when Yushchenko accepted the resignation of Oleksandr Zinchenko.
