KIEV, Sept. 14 - The government plans to increase state subsidies to offset a major increase in Russian natural gas prices in 2012, First Deputy Prime Minister Andriy Kliuyev said Wednesday.

The move shows the government is preparing for the worst-case scenario in which Russia will probably refuse to agree to lower gas prices following 18 months of talks.
