KIEV, Aug. 4 – Amendments to the law on state procurement contain crucial changes that could lead to serious violations of the main principle of state procurement – fair competition – and have the potential to encourage corruption, according to Serhiy Shkliar, a senior partner of the Arzinger law firm.
"The amendments to the laws on state procurement signed by the president could cause a growing number of corruption cases and the violation of competition during state procurement," Shkliar said, commenting on the amendments to the laws on state procurement recently signed by the Ukrainian president.
"Only the efficient and well-organized work of supervision bodies, which we don't see today, could prevent this from happening," Shkliar said.
