KIEV, March 30 – The Odessa oil refinery is unlikely to be launched until the scheme for delivering oil supplies to the refinery through pipelines is revised, according to Vagit Alekperov, president of Russia's Lukoil.
"Currently talks are going on, but Azeri Light [oil] is still there [in the Ukrainian sections of trunk oil pipelines]. Everything is very complicated," he said before signing a memorandum between the owners of Ukrainian oil refineries and the government of the country in Kiev on Wednesday.
