KIEV, March 25 - Ukraine’s energy and coal industry ministry suggested eliminating the value added tax (VAT) on imports of crude oil and cutting excise taxes on gasoline to encourage domestic oil refining.

The proposals were made in amendments to the Tax Code legislation that are supposed to be submitted to Parliament later this year for approval before January 1, 2012, according to people familiar with the plans.
