KIEV, March 3 - The government has promised to impose duties on imports of gasoline and diesel fuel in a memorandum signed with the International Monetary Fund that has been obtained and published by a newspaper Thursday.

Four out of six Ukrainian oil refineries, including Lukoil-Odessa, owned by Russian oil major Lukoil, are staying idle because they cannot compete with cheap gasoline imports from Belarus and Russia.
