KIEV, Jan. 24 – France's Vicat could built a cement plan with the production capacity of 1-1.3 million tons of cement per year in Vinnytsia region, and its preliminary cost could be some $200 million, Vinnytsia's regional administration head, Mykola Dzhyha, said after talks with investors.

"This would be an important new project for the region and a serious company for the country," a report of the administration issued on January 21 said, citing Dzhyha.
