KIEV, Nov. 18 - President Viktor Yanukovych’s coalition in Parliament on Thursday approved a controversial bill that makes it easier to amend the constitution ahead of a court ruling that may postpone general elections.

The bill, backed by 253 votes in the 450-seat Parliament, allows lawmakers to vote on major issues - such as amending the constitution - by using their electronic cards as opposed to casting paper ballots.
