MOSCOW, Nov. 1 – Russia's TVEL is in talks with Russian banks to raise funds to build a nuclear fuel plant in Ukraine, Vasily Konstantinov, the vice president for international activities and commerce at TVEL, told Ukrainian journalists in Moscow.

"We're ready to find a bank or other financial organization [to finance the project] and are holding talks," he said.

He said that various financing sources could be found: foreign and Russian financial institutions.
