KIEV, Oct. 28 – The right to import fuel duty free damages the development of cooperation between Ukraine and the European Union, according to a letter of the European Business Association (EBA) to Ukrainian President Viktor Yanukovych.

"Some market players have tax preferences, which totally destroys free and fair competition and brings to nothing many billions investment," reads the report.
