KIEV, July 19 - President Viktor Yanukovych has signed a set of decrees that significantly tighten his control over Ukraine’s security apparatus.

The president appointed Oleksiy Obal on Friday as a presidential envoy to monitor the activity of the Security Service of Ukraine, at the same time signing a decree amending rules governing the oversight of the agency, the president’s press service reported Monday.
