KYIV, Dec 27 - The National Commission for Energy, Housing and Utilities Services Regulation (NCER) has issued licenses for natural gas supplies to Rinat Akhmetov's DTEK Oil & Gas and Himvektor LLC whose ultimate beneficiary is Dmytro Firtash via Cyprus's Valanox Investments Limited.
